REGULATIONS
on the Scientific and Educational Center under the Department of Theory of State and Law and Political Science of the Faculty of Law, Lomonosov Moscow State University
I. General Provisions
1.1. The Scientific and Educational Center under the Department of Theory of State and Law and Political Science of the Faculty of Law at Lomonosov Moscow State University (hereinafter referred to as the "Center" or "SEC") is established in accordance with the local normative acts of Lomonosov Moscow State University and the Faculty of Law of Lomonosov Moscow State University.
1.2. The Center is a structural subdivision of the Faculty of Law at Lomonosov Moscow State University.
1.3. In its activities, the Center is guided by the current legislation of the Russian Federation, normative acts of Lomonosov Moscow State University and the Faculty of Law, as well as these Regulations.
II. Goals and Subject of Activity of the Center
2.1. The goals of the Center are:
  • Development of fundamental legal science within the framework of the general theory of state and law, comparative law, history of political and legal doctrines, philosophy and sociology of law, and the theory and methodology of legal science;
  • Establishing closer interaction between sectoral and fundamental legal sciences;
  • Strengthening inter-departmental and interdisciplinary cooperation;
  • Establishing closer interaction between legal science and legal education.
The Center is established to implement innovative development of scientific activities, develop new scientific and educational concepts and research areas, and form an effective mechanism for the integration of science and education in the field of the theory of state and law.
2.2. To achieve these goals, the Center:
  1. Organizes research and development (R&D) activities;
  2. Organizes and conducts conferences, round tables, and seminars on its research topics;
  3. Creates permanent and temporary creative teams, committees, and commissions;
  4. Facilitates the union of scholars working on problems of fundamental legal science;
  5. Involves professors, PhD students, and undergraduate students in research activities;
  6. Interacts with subdivisions of the Faculty of Law, other faculties, and the Rectorate of Lomonosov Moscow State University;
  7. Develops curricula that ensure effective interaction between legal science and legal education;
  8. Organizes the preparation and publication of scientific literature in the field of fundamental legal science;
  9. Interacts with state authorities and local self-government bodies, including participation in drafting legislation and law-making activities;
  10. Organizes expert activities within its thematic scope;
  11. Participates in professional development programs for researchers and practitioners;
  12. Carries out educational activities and promotes the popularization of scientific knowledge;
  13. Cooperates with interested non-governmental institutions and organizations;
  14. Establishes and develops cooperation with interested Russian and international educational institutions and organizations;
  15. Interacts with the media to explain the significance of fundamental legal science;
  16. Forms traditional and electronic libraries for students and professors;
  17. Conducts information outreach (including via social media) on the development of the theory of state and law and political science;
  18. Engages in other activities aimed at achieving the Center's goals and not prohibited by the legislation of the Russian Federation.
III. Rights and Obligations of the Center
3.1. To achieve its goals, the Center has the right to:
  1. Conduct scientific research;
  2. Develop and submit proposals on research and legal education organization to the management of the Faculty of Law and Lomonosov Moscow State University;
  3. Participate in the decision-making processes of state and local authorities in the manner provided by Russian legislation;
  4. Freely disseminate information about its activities;
  5. Use property and premises provided by the Faculty of Law and the University;
  6. Be allocated classrooms for conducting classes at the Faculty of Law premises, subject to availability.
3.2. The Center is obliged to:
  1. Comply with the legislation of the Russian Federation, local normative acts of Lomonosov Moscow State University, the Faculty of Law, and these Regulations;
  2. Annually draw up an activity plan and a report on its results;
  3. Provide documentation at the request of the Dean’s Office of the Faculty of Law;
  4. Provide reports on the use of assigned classrooms and equipment at the request of the Dean’s Office;
  5. Annually submit an activity report to the Academic Council of the Faculty of Law for approval.
IV. Leadership, Structure, and Organization of Work
4.1. Scientific research areas of the Center:
  1. General Theory of State and Law;
  2. Comparative Law;
  3. History of Political and Legal Doctrines;
  4. Philosophy of Law and Methodology of Legal Science;
  5. Sociology and Anthropology of Law.
4.2. The Center is managed by:
  • The Scientific Supervisor of the Center;
  • The Director of the Center.
4.3. To assist the leadership in interacting with students and PhD students, a Curator (or Curators) is appointed from among them by the Scientific Supervisor.
4.4. Scientific supervision is exercised by the Head of the Department of Theory of State and Law and Political Science of the Faculty of Law at Lomonosov Moscow State University.
4.5. Management of the current activities is carried out by the Director of the Center. The functions of the Director are performed by a member of the teaching staff of the Department.
4.6. The Scientific Supervisor of the Center:
  • Determines the main directions of the Center's activities;
  • Organizes the work of the Center;
  • Appoints the Director of the Center;
  • Appoints the Curator of the Center;
  • Represents the Center within the Faculty of Law, the Rectorate, and in relations with other organizations;
  • Approves the list of participants for research and educational projects;
  • Approves annual plans and reports;
  • Submits proposals to the Academic Council of the Faculty of Law regarding reorganization, liquidation, or amendments to the Regulations;
  • Ensures compliance with the legislation of the Russian Federation and local university acts.
4.7. The Director of the Center:
  • Organizes the work within the scientific research areas;
  • Prepares plans and reports for the scientific areas;
  • Proposes candidates for research and educational projects;
  • On behalf of the Scientific Supervisor, represents the Center in relations with other institutions;
  • Reports on the performance of the scientific areas to the Department.
4.8. The Curator of the Center:
  • Interacts with students and PhD students regarding the Center's activities;
  • Assists the management in organizing events;
  • Submits proposals for scientific events and the development of the Center;
  • Holds meetings with the student activists of the Center.
4.9. The activities of the Center are carried out on a voluntary basis by professors, PhD students, and undergraduate students of the Faculty of Law.
4.10. Professors and researchers from other faculties of MSU, other scientific and educational institutions, as well as government specialists and other organizations, may also be involved.
4.11. The Center is funded by revenue-generating activities and donations.

4.12. The Center is allocated classrooms for lectures and practical classes at the Faculty of Law of Lomonosov Moscow State University.
